I am confused with the new pay for download screen. The downloads fail at least 50% of the time. Why would I pay for that ?

Download Complete - but not in folder
I am getting the "Download Complete" box pop up but when I look in the assigned download folder its not there. This doesnt happen on all but all settings are the same on all.
